In this paper we develop a dynamic model for urban traffic along with physical constraints characteristic of intersections equipped with traffic light. We introduce expressions for throughput and congestion and define an appropriate objective functional. Then we formulate an optimization problem whose solution if implemented is expected to reduce congestion and improve throughput. We use the principle of optimality to construct the optimization algorithm.
